Forensic Science Laboratory

In order to achieve the vision, the following operational aspects shall be ensured in the journey to organisational excellence, in terms of product/service, customer, geographical and technological aspects:
• To provide high standard forensic services using validated and internationally recognised test methods for competence and global equivalence.
• To serve the Police department, our valued customers with state-of-the-art testing activities to enable them meet the requirements of the Judicial system thus ensuring its excellent functioning.
• Forensic services will continually be made available to Mauritius, Rodrigues and the neighbouring islands and to whoever might require our expertise and experience.
• To make full use of forensic testing tools, techniques and available technologies through internationally organised events, proficiency testing and interlab comparison exercises.
• To provide adequate training and education to all staff to enable them release their full potential.

VISION STATEMENT
In line with the Prime Minister’s Office envisioned future consisting of attaining organisational excellence and enhancing the competence of public institutions, the vision of Forensic Science Laboratory is to:
“To be the benchmark in providing Forensic Science services for testing competence, global acceptance and recognitions for the enhancement of the Judicial system.”

OBJECTIVES
The Forensic Science Laboratory assists the Police, its primary customer, in the maintenance of law and order and the courts of law in the administration of justice. It will also in due course extend its services to others, as appropriate.
STAFF
The Forensic Science Laboratory is headed by a Director and comprising Scientific/Technical Staff in the grades of Chief Forensic Scientist, Senior Forensic Scientist, Forensic Technologist and Forensic Technician attached respectively to the Chemistry/Toxicology and Biology Divisions.
SERVICES
Forensic Science incorporates a wide range of specialised Scientific/Technical Disciplines. It provides the necessary support and analytical services as listed below:
1. Analysis and Identification of Drugs of Abuse and Psychotropic Substances.
2. Chemical Analytical Toxicology for the detection and identification of substances in Poisoning cases.
3. Analysis of Alcohol in Blood and Urine and Monitoring of Alcotest.
4. Analysis of Alcoholic Beverages for law enforcement purposes.
5. Investigation of Road Accidents including examination of tyres and vehicle components.
6. Ballistics: Examination of Firearms and Ammunitions as well as Scene of Crime.
7. Document Examination (e.g. detection of forgeries, examination of counterfeit notes).
8. Investigation of Fires and Explosions.
9. Scene of Crime Investigations related to cases of murder, homicide and sexual offences.
10. Forensic Biology: Examination of Exhibits (e.g. items of clothing, swabs, weapons) collected and submitted in (9) above.
11. Very soon to introduce DNA Profiling as a major tool in crime investigation.
EXPERT WITNESS
Forensic Science Officers act as Expert Witnesses and depose in courts of law on a regular basis to assist in the administration of justice.
IN PROGRESS
A Quality Management System is in progress with the view of obtaining Accreditation through an international accreditation body.
