Aims and Objectives

The formulation of housing policies is very much guided by the objective of ' un toit pour  toi '; the attainment of this goal not only hinges on Government intervention in the process of facilitating access to housing provision for the lower socio-economic strata of the population, but is also dependent on encouraging increased private sector involvement in the provision for social housing.  This is achieved through the provision of appropriate incentives which would both reinforce the traditional role of private companies in upmarket housing provision, and stimulate private sector participation through planning obligations.
Formulation of Housing Policies/ Strategies and Implementation of Housing Projects.
The Housing Division which is operational with a core staff as from 15 January 2004 is now being reinforced. It is primarily responsible for the formulation of strategies and policies in the housing sector.At present the implementation of Government sponsored housing projects fall under the responsibility of the National Housing Development Company Limited which is the executive arm of Government.
Government sponsored Housing Projects and Schemes
Relevant information is being given in respect of the following Government sponsored housing projects and of schemes meant to boost housing production :-
Construction of 5,000 very low cost housing units(Firinga Type Units) over the period 2000-2006.
Sites and Services Project
Construction of 1474 housing units financed by the Export-Import Bank of China (Exim Bank)
Construction of 5,000 very low cost units (Firinga Type Units) over the period 2000-2006
An introduction to the concept of core housing unit (Firinga type)
These are semi-detached units of 40m² each.  It provides  for a bathroom with toilet and a kitchen table with sink.
These units are destined for households earning up to Rs 8,500/- a month.  At the present construction cost and accounting for the 20% of grant that Government provides (maximum of Rs 33,000), and assuming a deposit of 10 %, a family purchasing this unit will have to pay about Rs 1,300/- monthly over twenty years at 6.5 % of interest rate p.a.
Construction of the first batch of 514 units has been completed and allocations are in progress.

Sites and Services Project 
The Sites and Services project is a Morcellement of State Lands with basic infrastructure such as  roads, water and electricity.  The extent of the lots is  around 50 toises or 200 square meter.
The eligibility criteria are as follows:
Household income ( i.e. husband and wife )
 
should be between Rs 7500 - Rs 12,000 monthly;
should not be owner of a freehold or leasehold residential plot of land;
should not be owner of a NHDC or CHA Unit;
should not have benefited from Government grant for the purchase of building  materials or for for the casting of roof slab;
should not have benefited from any Government Sponsored Loan granted by the MHC Ltd.
The first two sites to be developed are:
Bambous    -    70 lots
Piton         -    28 lots
Other sites identified for development during this financial year are:
Camp Levieux    -    58 lots
Bel Etang          -   100 lots
Saint Pierre       -    50 lots
Allocation of the sites will be made after a selection exercise by the NHDC Ltd
Construction will have to be carried out either in accordance with prototype plans or as approved by the Ministry of Housing and Lands.
Constructions should start within a period of six months from date of allocation of site and completed within eighteen months.
Land would be leased  for a period not exceeding 60 years at a rental of Rs 3000 per annum for the first ten years and will subsequently increase by 50% after every period of ten years .
The Mauritius Housing Corporation Ltd will provide a  loan facility as follows:
 
Maximum loan limit =  Rs 325 000
Interest on loan    =  10% p.a.
Maximum Period    =  20 years

National Housing Development Company has  started the construction of 1474 housing units over 18 sites scattered around the island as follows:
