· Acts on the request of the Minister
. Makes recommendations to the Minister on wages and conditions of employment for employees of the private sector.
· Consults trade unions and employers' representatives and make such investigation as it thinks fit before submitting recommendations.
. Consists of a chairman, a vice- chairman and not less than 4 nor more than 10 members nominated by the Minister after consultation with the organisations representing workers and employers as he considers appropriate.

Permanent Arbitration Tribunal - Set up under the IRA
· Arbitrates in disputes referred either voluntarily by parties or by the Minister.
· Ensures the enforcement of the recommendations of the IRC for recognition.
· Makes agency shop orders.
· Orders parties to utilise legal remedies or to adhere to award and agreement.
. Makes awards which are binding and interprets the awards.
. Consists of a president, a vice president and not more than 6 members annually appointed by the Minister after consultation with the organisations representing workers and employers as he considers appropriate.
