Management of Solid Waste Disposal Sites:-

Solid waste collected from different localities transit through Transfer stations, operated by private contractors on behalf of the Ministry, where they are compacted and transported to the Mare Chicose Landfill site for final disposal. The Mare Chicose Landfill which is currently the only disposal site in the island is also operated by a private contractor, J V Sotravic Ltee/Bilfinger Berger

Collection and Disposal of Solid Wastes through private Contractors in areas not covered by Local Authorities.

In general scavenging services are provided by Local Authorities in the areas falling under their respective jurisdictions. However the Ministry has up to now been providing such services in certain areas namely, public beaches, Housing Estates, Traffic Centres, Motorways, and some villages etc, through private contractors.

Disposal of Condemned Goods at Mare Chicose Landfill

Condemned goods are disposed at the Mare Chicose Landfill under supervision of the officers of the Ministry.

The generator of condemned goods themselves or the Ministry of Health may declare a particular good as condemned and unsuitable for consumption/use.

After the receipt of request for disposal of the condemned Goods, the Ministry processes the file and informs the Ministry of Health, the Generator, the operator of the Landfill and the Supervising Consultant so as to make arrangements for the disposal of these goods on a specific day.

The condemned Goods are normally buried in the waste mass early in the morning in the presence of representatives of the Ministry, the Ministry of Health and the Generator.

A certificate is then issued to the Generator by the Ministry to confirm the final disposal.

Note:- A waste carrier should be used to convey the goods to the Landfill.

Licencing of Waste Carriers

No vehicle is authorized to transport waste unless it holds a valid licence under the Local Government (Dumping and Waste Carriers ) Regulations 2003. Waste Carrier’s Licences are delivered by the Waste Carrier Licensing Unit of the Ministry.

Registration of Scavenging Contractors.

The Minister has recently passed Regulations to provide for the registration of Scavenging Contractors with the Ministry.

Scavenging Contractors should apply for registration at the Ministry on downloadable prescribed form.

Hazardous Wastes.

The Ministry is the Enforcing Agency as regards hazardous waste.
The Environmental Protection (standards for Hazardous Waste) Regulations make provision, amongst others, for hazardous waste generators to:-

(a) make an inventory of the hazardous waste they generate as per the Regulations;

(b) Report on the above inventory on a quarterly basis to the Enforcing Agency;

(c) Seek approval from the Ministry for the use of any store, warehouse or other premises for the storage of a container or package containing hazardous waste within their premises;

(d) Classify, pack and label their hazardous waste as prescribed in the Regulations; and

(e) Fill in the consignment notes whether the hazardous waste generate leave their premises for disposal.
