| ABOUT US WHY PCB? The PCB was set up by Government in December 1995 to deal with complaints made by members of the public on the delivery and quality of services in an effective and speedy manner. The PCB is attentive to the complaints made by any citizen aggrieved by the act and omission of any Ministry/Department or any Public Officer in the execution of his duty. Since September 2002, the PCB is operating under the aegis of the Prime Minister´s Office with a view to giving the whole issue of public complaints more prominence. The PCB will now be called upon to play a catalytic role in the management and timely settlement of complaints. A Standing Committee on Public Complaints (SCPC) Following the transfer of the PCB under the responsibility of the Prime Minister´s Office, a SCPC has been set up to serve as the policy and implementation arm of the PCB. The SCPC also play a vital role in Government´s efforts to establish an efficient system of managing public complaints effectively as well as enlisting the full support of all Government agencies. Unathras - Executive Officer, Prime Minister´s Office | [ Back To Top ] Terms of Reference of SCPC  | To formulate policies on the system of managing public complaints; |  | To consider and make decisions on the reports/cases submitted by the PCB on public complaints; |  | To advise Ministries and Departments on remedial measures to resolve complaints referred to them; |  | To consider and recommend actions for amending rules and regulations where necessary; |  | Initiate coordination meetings with Government agencies; and |  | Integrate major changes in the reform programme of the Government. | Investigative Powers The SCPC will, from time to time, direct the PCB to conduct detailed investigations on cases of complaints, which are long overdue with Ministries/Departments. Officers from PCB will also take the initiative to visit the agencies involved and hold discussions with the Officers concerned to obtain the relevant information and facts about the cases being investigated. Such powers of investigation include:-  | Requesting and obtaining information; |  | Checking files and other related documents |  | Seeking any explanation from any Officer concerned | Coordination Meetings with Government Agencies Complaints that are systemic indicate that there is something fundamentally wrong with the system or the agency concerned. In such cases, the SCPC will initiate coordination meeting with the agencies concerned to assist them to identify the real problem and suggest appropriate solutions to overcome such issues in the future. In some cases, further studies can be carried out by agencies such as the Management Audit Bureau to initiate improvement efforts. [ Back To Top ] |
