| MPF made a humble beginning by computerising the immigration procedures in 1991 at SSR Airport. In 1999, MPF made a big leap forward by launching ‘Automated Finger Print Identification System’ (AFIS) as a part of Crime Record Office. With this system, all the fingerprints; whether belonging to a suspect and rolled over on a paper or the chance prints lifted from a Scene of Crime could be matched against the database of known criminals in a matter of few minutes. Earlier, in the era of manual comparison, such matching could take anything between days to months. In addition to matching the fingerprints, the system also contained personal and family details as modus operendi of all the convicted criminals that could help police in generating a suspect list in a matter of minutes. In the year 2000, an IT Unit under the chairmanship of Commissioner of Police was constituted in MPF with an overall objective of coordinating all IT related activities, identifying new projects and expediting the ongoing projects. It also organised and coordinated training for the members of the Force with an aim of making most policeman computer literate by the year 2005. Also, in the year 2000, second phase of AFIS i.e. networking of AFIS to all the Police Stations and other Units was initiated. As a pilot project, six Divisional Headquarters and 6 Police Stations were linked to the main system at the Crime Record Office so that all the information about criminals and suspects could be made available at these 12 points. This network became fully operational in March 2001. In due course of time, this network will be extended to all the Police Stations and Units. In 2001, another project to enhance the capability of AFIS and the network by including all the other information about wanted criminals, lost and found motor vehicles and other valuable properties, lost and found persons and firearms is in progress. With the completion of this project, we stepped into a new era devoid of paper work and manual enquiries in Crime Record Office. On administration side, an ambitious project to completely computerise Stores, Record Office and Pay Office and integrate them into single system is in its final stage. It will be linked to Police Headquarters. The Police Mechanical Workshop is also at the phase of computerisation for proper monitoring of the fleet of vehicles and their maintenance. On the traffic side, steps to upgrade the computerised licencing system and to reduce the waiting period are already underway. In addition, all the branches of MPF has been provided with computers with standard Office Automation Software. Our ultimate objective, in long run, is to fully integrate criminal justice system i.e. investigation by Police, trial by Judiciary and correctional services by the Prison Department. In line with this, a project named "Crime Occurrence Tracking System" (C.O.T.S) has been initiated. All occurrences that are reported will be computerised at Police Stations. This will help for follow up of movement of case file, their status and for automatic generation of statistics for all categories of offences reported.
