Public-Private Partnership Policy Statement

In May 2003, Government came up with a policy statement that sets out the framework for using Public Private Partnership (PPP) in Mauritius. This policy statement followed the announcement made in the 2002/2003 Budget that PPP would be used as a new form of procuring and financing infrastructure projects and services in the Public Sector.

The Policy Statement outlines the need for:

  • Legal framework
  • Institutional framework
  • Capacity Building
  • Not allowing unsolicited bids during the early years

 Note that the PPP Act 2004 was amended in 2008 to provide for a transparent process for managing unsolicited proposals for PPP projects.
