Disability

 1. Introduction

The policy of this Ministry is to empower persons with disabilities and promote their investigation in the mainstream of the society. This approach revolves around a multi-pronged policy.

 2. Institutional Set Up

      (i)  DISABILITY UNIT

 

The Disability Unit of the Ministry of Social Security and National Solidarity & Senior Citizen Welfare and Reform Institutions serves as "focal point" for issues relating to disability : advocacy, education, training, employment, accessibility, sports and leisure.

The Unit liaises with the various governmental and non-governmental organisations which provide a wide range of services to children and adults with disabilities in Mauritius and Rodrigues.

     (ii) THE NATIONAL COUNCIL FOR THE REHABILITATION OF DISABLED 
          PERSONS (NCRD)

The NCRD is the National Co-ordinating Committee for disability issues in Mauritius. It advises on policy matters, makes proposals for improving the quality of life of persons with disabilities, plays a "brokerage role" in favour of NGOs, co-ordinates the activities of voluntary associations and liaises with national and international organisations. The Secretariat of the NCRD is based at the Disability Unit of the Ministry (Contact Person: Mr A. The NCRD groups most of the non-governmental organisations operating in the field of disability. These provide a wide range of services: special education, vocational training, sheltered employment, day-care services, sports and cultural amenities, advocacy, counselling, etc.

     (iii) THE TRAINING AND EMPLOYMENT OF DISABLED PERSONS BOARD

The Training and Employment of Disabled Persons Board has been set up under the Training and Employment of Disabled Persons Act, 1996.

Its main objective is to promote training and employment opportunities for persons with disabilities in accordance with the provisions of the Training and Employment of Disabled Persons Act, which, inter alia, stipulates that the labour force of all employers having 35 employees or more should include 3% of disabled persons.
