  Women's Unit

The Women's Unit has been set up to serve as a focal point for women issues. It functions through a network of 14 women centres and about 1050 women's associations throughout the island. One of the main objectives of this unit is to strengthen gender mainstreaming, taking into account the reproductive, productive and social roles of women.

These services range from training, informative, educational and communication on issues such as economic empowerment, environment, legal education, to home economics, weight management, leisure, sports and stress management. Training on dressmaking, home economics, hair dressing, floral arrangements, handicrafts, tailoring etc. are also provided at the Women Centres found in different parts of the island.

  Home Economics Unit

The Home Economics Unit is a sub section of the Women’s Unit of the Ministry.  It is responsible for the planning, organization, implementation, monitoring and evaluation of various training programmes in the field of Home economics.

The Home-Economics programme was initially started in four social welfare centres in the early 1970s as a pilot project.  Following the great success of this pilot project the Home economics courses were extended over the whole island.  At present, training is being conducted in more than 150 centres.  Modules offered cover a wide range of topics in the fields of Foods and Nutrition, Child-development, Home-management, and Clothing/Textiles.

Training modules have been devised with the assistance of various training institutions (the Mauritius Institute of Education, the IVTB, and the Ministry of Health) in order to meet the evolving needs of the community.  Around 3500-4000 trainees follow these courses per year.

  Family Welfare Unit

In line with one of the UN recommendations that states should set up appropriate mechanisms to implement policies and programmes in favour of families, the Ministry has set up a Family Welfare Unit since June 2003. It operates through 6 Regional Offices known as Family Support Bureaux. The objective of the Family Welfare Unit is to promote Family Welfare and to address the problem of domestic violence.

  Child Development Unit

The Child Development Unit was set up in 1995 and has been decentralized in six different regions. The CDU has a mandate to enforce the Child Protection Act and to implement policies and Programmes for the development of children. The CDU works closely with other agencies such as the police department provides a 24-hour service through hot lines to children at risk and free legal assistance and psychological counselling to children.

  Early Childhood Development

The Ministry of Women's Rights, Child Development and Family Welfare is also mandated to cater for children, with special attention to Early Childhood Development. Today, the ECD sector is characterised by a two- tier approach: with infant care services (home and day care) for 0-3 age group. Activities of this Unit are in line with the provisions of the Child Protection Act, 1998 at the Institutions for Welfare and Protection of Children Regulations 2000.

  Tardy Declaration of Birth

A campaign against Tardy Declaration of Birth was launched by the Ministry in December 2000 in Mauritius and Rodrigues with a view to identify undeclared children. The Ministry, acting as a facilitator has also set up a Special Committee in 2001 with a view to speeding up the Tardy Declaration procedures. The services for the tardy declaration of children whose birth has not been registered are ongoing.

  Foster Care System

The Foster Care System has been initiated in  December 2002 with a view to promote the well being of children who may be victims of child abuse and/or neglect and who are at risk in their biological family environment. A licensed foster home extends temporary substitute family care to a child, which will provide the opportunity for the child to grow physically, socially, emotionally, mentally and spiritually.

  Planning & Research Unit

The Planning and Research Unit was created to act as a co-ordination and support unit which provides technical back up to all the units and parastatal bodies operating under the Ministry in the designing of policies, programmes, and projects. It is also responsible for the preparation of short to medium and long term plans of action and reports in issues relating to women, family welfare, child development and community development.

  Statistics

The Statistics section works under the supervision of the Planning and Research Unit.

Its work consists of:

Processing of monthly statistics returns on gender based domestic violence and child

abuse cases registered at the:

(i) Family Welfare Unit

(ii) Child Development Unit

Processing of data on Home Economics courses run by the Ministry

Processing of yearly returns relative to employment in the government service by occupation and sex. Undertaking Ad hoc surveys

Preparation of Statistical Report (Annual Publication).

Supply of information to staff of the Ministry and the public.

Help other units of the Ministry on statistical matters.

  Documentation Unit

The Documentation Unit is involved in the collection and dissemination of information to all the staff of the Ministry at headquarters and outstations, to other Ministries and organizations and to bona fide research workers.

  Poverty Alleviation Programme (IFAD Project)

The IFAD Micro-Credit/ Micro-Enterprise Scheme was launched in July 2001. The main objectives of the sub-programme are:

To finance target beneficiaries micro-enterprises especially women with a view to increase their family incomeTo provide technical and business support services to micro-enterprise

To provide credit as per their needs linked to support services.

  The Community Development Programme

The purpose of the Community Development Programme is to improve the technical, managerial and organizational capacities and capabilities of the low income and vulnerable groups in excluded areas so as to enhance their social and economic livelihoods. This Programme covers 24 deprived Village Council Areas.

National Women  Entrepreneur Council

The National Women Entrepreneur Council (NWEC), a parastatal body operating under
the Ministry, has as mission statement to act as a facilitator and as a driving force in the

promotion of women entrepreneurs in both Mauritius and Rodrigues.

In order to promote economic independence of women and encourage the development

and growth of women entrepreneurs, the services offered by the Council are: 

information, counselling, international linkage development, Micro-project, training and

marketing, organizing exhibitions and fairs. Amongst, much emphasis is being laid on

capacity building and marketing, as these are considered most especially for grassroot

level entrepreneurs.

  National Children Council

A National Children’s Council was set up in 1990 to ensure that governmental institutions and non-governmental organizations work together for the welfare of children. The Kids And Teens Clubs have been launched to enhance
the physical, mental and cultural development of children as well as promote children’s participation in recreational, educational and other social activities.

  Creativity Centre at Mahebourg

In order to allow children to develop a sense of creativity, a Creativity Centre at Mahebourg has been made operational since 2000 based on the Indian Bal Bhawan to enable children to participate in a variety of activities of their own choice with a view to promote their social, intellectual, moral and physical activity. Special programmes/visits/camps during vacation and weekends are also organized. A sub creativity centre has been set up at Floreal where creativity activities are organized.

  National Women Council

The National Women’s Council is a corporate body set up in 1985 to assist in the implementation of government policies. Its objective is to establish and maintain effective communication with women and women’s organizations. The National Women’s Council has 5 regional committees comprising of about one thousand women’s associations.
