The CCM today published a draft of its proposed
‘Prioritization principles’ for consultation.
This sets out how the Executive Director expects to allocate
resources and choose which matters to take to investigate,
when he has several possible cases for which there are ‘reasonable
grounds’ to launch an investigations. Most potential
cases will be assessed for ‘Impact’, ‘Strategic
Significance’ and ‘Resources’. However,
as the document notes, hard-core cartel cases (conspiracies
among competitors to fix prices) will always be investigated,
regardless of scale or cost. The CCM welcomes views on the
