ethical standards in the civil service is crucial to its ongoing
re-engineering and adaptation to meet the ever increasing expectations
of the public. To this end, this |

‘Ethics
Online Corner’ aims to be a
focal point on ethics. Developed by the Ministry of Civil Service
and Administrative Reforms, in collaboration with the Independent
Commission Against Corruption (ICAC), its objective is to foster
and sustain an ethical culture at all levels in the public service.
Public bodies should indeed be tuned
to good governance practices. They should regularly enhance their
systems, especially in high risks areas and come up with anti-corruption
strategies to safeguard integrity and ensure that their staff adheres
to the highest level of integrity. In this vein, the ‘Ethics
Online Corner’ is a valuable tool for public
officers, giving easy access to reference materials on ethics, integrity
management,
standards of conduct, corruption prevention and other best practices.
I call upon all public officers to abide and uphold our traditional
values of integrity, honesty, objectivity and impartiality and to
see to it that the public is provided with a high quality professional
service.
This ‘Ethics
Online Corner’ will be continuously upgraded. I believe it will
help in enhancing integrity management and building an ethical culture.
I
urge the setting up of ‘Ethical Standards Management Committees’ in
each Ministry/Department to ensure the maintenance of this ethical
culture. I hope that it will also allow members of the public to
have a better understanding of the commitment and efforts undertaken
to uphold high ethical standards in the civil service.
