| 1. ICT Development Index 2010 |

The ICT Development Index (IDI) is a composite index combining 11 indicators into one benchmark measure that serves to monitor and compare developments in Information and Communication Technology (ICT) across various countries. The main objectives of the IDI are to measure:
- The level and evolution over time of the ICT developments in countries and in relative to other countries
- The digital divide, i.e. differences between countries with different level of ICT developments
- The development potential of ICTs or the extent to which countries can make use of ICTs to enhance growth and development, based on capabilities and skills.
The 11 indicators are categorized into 3 sets of sub-indices namely:
1. ICT Access – reflecting the level of networked infrastructure and access to ICTs
2. ICT Use – reflecting the level of use of ICTs in the society
3. ICT skills – reflecting the ICT capability and skills required to use ICT effectively |

The above table shows that Mauritius improved its IDI index; to 4.00 in 2010 from 3.43 in 2008. The country registered a 17% increase over the period, being the highest value increase in the region. As a result, the country gained one rank, to 69th position in 2010 from 70th position in 2008. Also this improvement places Mauritius 1st in whole African continent. |

| 2. Network Readiness Index 2011 |

The Network Readiness Index (NRI) measures the competitive advantages of ICT Development in terms of Environment, Readiness and Usage. The NRI covers more than 130 countries and the latest report in 2011 shows that Mauritius has made significant improvements in terms of rank and index. In 2011 the country is ranked 47 with an Index of 4.03 compared to a rank of 53 with an Index of 3.89 for 2010. Mauritius has positioned itself as the 2nd country after Tunisia, with the lowest risk in terms of network reliability on the African continent.
The significant investment in enhancing the infrastructure in the ICT sector (LION cable, etc.) coupled with the increase of ICT penetration in society have helped the country progress by 6 ranks with an increase of around of 4% in the index. |

| 3. E-Government Development Index 2010 |
| |
The E-Government Development Index assesses the quality of government services and products to its citizens and businesses. It evaluates the application of ICTs by governments.
It comprise of the Web Measure Index, Telecommunication Infrastructure Index and the Human Capital Index.
Comparing Mauritius with African Countries
The table below compares Mauritius with countries on the African continent. The latest UN e-Government Survey 2010 shows that Mauritius is 2nd after Tunisia with an index of 0.4645 and is ranked in the 77th position on the international level in a total of 190 countries. |

| 4. Global Services Location Index, 2011 |

The Global Services Location Index ranks the top 50 countries in the most attractive offshoring destinations. The latest report published by A.T Kearney in 2011 has placed Mauritius in the 36th position with a score of 4.98.
Although Mauritius has regressed by 1.2 percent in the score from 2009 to 2011 (a lost 11 ranks), the country is still the lowest-cost emerging destinations in the sub-Saharan region. Its bilingual skills coupled with good quality of real estate, roads and telecom infrastructure provide the island with a conducive business environment for offshoring services. Political stability also places Mauritius in a good position when it comes to assess environment risks. |

| 5. Ease of Doing Business 2011 |

For the third year in a row, Mauritius ranks highest in the African region on the overall regulatory ease of doing business for local firms, according to the Doing Business report released by the World Bank.
Globally, the country ranks 20th among 183 economies, and the Government has the firm intention to transform Mauritius into one of the top 10 most investment- and business-friendly locations in the world through further economic reforms. It is to be noted that the country was ranked at the 24th position in 2009 and 20th in 2010. The statistics is showing the continuous improvement and effort Mauritius is making to stay competitive on the global market.
This index takes into consideration starting a business, dealing with, employing workers, registering property, getting credit, protecting investors, paying taxes and trading across borders. |
