MRA E-filing lottery scheme
Two weeks after the end
of the Filing Season 2009 for individual taxpayers, the
Mauritius Revenue Authority (MRA) organized a ceremony for
the lottery draw of the 16 winners of the MRA E-Filing
Lottery Scheme. This scheme concerned individual taxpayers
(Income Tax Form 1A & Income Tax Form 1) who filed their
income tax returns electronically for the Year of Assessment
2009-2010. The objective was to motivate taxpayers to file
their returns electronically and, as far as possible, effect
their payments through Internet Banking facilities made
available by 5 banking institutions.

WCO - RILO National Contact Point
The MRA hosted
for the first time the 8th National Contact Point
Meeting of the World Customs Organisation Regional Intelligence
Liaison Office for Eastern and Southern Africa (WCO-RILO ESA NCP)
from 19 to 23 October 2009 at Domaines Les Pailles.
The WCO RILO ESA NCP meeting was officially launched on the 19th of October 2009 by the Vice Prime Minister and Minister of Finance & Economic Empowerment, Dr The Hon. RamaKrishna Sithanen, G.C.S.K. Mr Thomas Bifwoli, Head of the WCO East and Southern African RILO welcomed Seychelles as a new member and affirmed that the attendance for the Meeting in Mauritius stands out to be the most significant one where 25 delegates from the African Continent were present. The Minister of Finance and Economic Empowerment pointed out that this meeting will reinforce the commitment of Mauritius towards regional cooperation in terms of networking and intelligence sharing. It will help to render enforcement actions by Customs service more effective to secure optimum use of available resources. The conference was for a duration of three days excluding two days training.
Commonwealth Management Development Programme

The Commonwealth Association of Tax Administrators (CATA) in collaboration with the MRA
has organised a four-week workshop
at the Ehram Court, Port Louis from 19 October to 13 November
2009.
The workshop was partly sponsored by the Commonwealth
Secretariat’s Governance and Institution Development Division (GIDD)
and was open to middle management level tax officials from CATA
member countries.
An official opening ceremony was held on Wednesday 21 October
2009 at 9.30 a.m. on the 8th Floor, Ehram Court.
The purpose of the Commonwealth Management Development Programme
is to enhance the leadership capability of participants so they
can more effectively manage people, processes and systems within
their tax administration.
It is a three phase programme where the participants have to:
1) Select a project in consultation with their supervisor prior
to the training and carry out some pre-reading ;
2) Attend the four week workshop scheduled from 19 October to 13
November 2009; and
3) Implement the project according to the plan prepared during
the workshop. An evaluation report should also be presented to
the participant’s manager.
The resource persons are from the Inland Revenue, New Zealand
(Mr. Gary Walsh) and from the Australia Taxation Office (Mrs.
Megan Lugg). Mr Welsh interacted with the participants on tax
administration during week 1 and Mrs Lugg spent weeks 2 to 4 on
‘Leadership and Management’
22 participants attended this training programme. Seven of them
are from different Commonwealth countries namely Sri Lanka,
Kenya, Gambia, Ghana, Botswana and Malawi and fifteen from the
different departments/divisions of the MRA.
