DTAA & Investment Promotion & Protection

In the context of Double Taxation Avoidance Agreement and Investment Promotion and Protection, discussions for the conclusion of an Agreement with respect to income tax and another Agreement for the promotion and protection of investment were held between Mauritius and Kenya at the MRA from 5 to 10 March 2010. The negotiations were successfully completed for the mutual benefit of both countries. The Mauritian delegation was led by Mr Mustapha Mosafeer, Director, Large Taxpayers Department, MRA and the Kenyan delegation by Mr Martin S.O. Gomo, Deputy Director, Economic Affairs, Office of the Deputy Prime Minister and Ministry of Finance.

Meeting with AHRIM

At the MRA headquaters,discussion was held on Payment of Environment Protection Fee payable by the Manager of a hotel,guest house or tourist residence in respect of the period 1st January 2009 to 31st December .Payment should be made within 4 months after the end of the accounting period provided that the profit of the hotel,guest house or tourist residence exceeds 5 per cent of its turnover in respect of that accounting period.

Intellectual Property Rights (IPR) workshop

As part of its new anti-counterfeiting policy and privacy policy, World Customs Organisatons (WCO) organized, in collaboration with MRA, a national operational seminar on Intellectual Property Rights (IPR) from 29 March to 2 April 2010 at the New Customs House, Mer Rouge, Mauritius.Areas covered during this workshop were :legal mechanisms for combating counterfeiting and piracy , detecting fake goods, improving cooperation among Customs Officers and Right Holders. The seminar was conducted by the following resource persons :

Interview Techniques and Exhibit Procedure Training

In view of enhancing the skills of our staff in ‘Investigative Interview and Exhibit Procedure’ field, a training session was organized with the help of the Mauritius Police Force & Independent Commission Against Corruption on the 17th,18th and 19th  of March 2010.  This training was designed to train our personnel in view of  broadening and sharpening the Interviewing skills of Investigators of the Division and some other staff of MRA who are involved in similar duties.

ITAS Go live

MRA launched an Integrated Tax Administration System (ITAS) on 15 March 2010. Prominent personalities were present during the launching ceremony namely the Director General, MRA, Mr S Lal, Mr K Mohee , the General Manager, State Informatics Limited and Mr Sanjay Hiranandani, CEO of Invenio Business Solutions, . The Director General of MRA , Mr M S Lal thanked the Information System Department team for their continuous effort and congratulated Mr S Sonah, Director Information Systems for his constant support. ITAS provides both a Tax officer centric and Tax Payer centric environment. Through this system the tax office can follow the status of a taxpayer from a central platform.

Supplies to Diplomatic Missions

VAT registered persons were informed during a meeting held on 30 March 2010 at MRA Headquarters that, with effect from 1 April 2010, diplomatic missions and agents are entitled to exemption from VAT on their purchases of taxable goods provided they present a VAT exemption card issued jointly by Director-General MRA and Secretary for Foreign Affairs. The exemption applies where the total value of goods purchased (taxable goods + exempt goods) at any one time from a supplier by the diplomatic mission or agent exceeds Rs 3,000.  However, no exemption on the basis of the card is to be allowed on motor vehicles, petrol, alcoholic drinks and cigarettes as exemption on these items are subject to quotas monitored by the Ministry of Foreign Affairs, Regional Integration and International Trade.

E Filing of Income Tax Returns 2010

The session to sensitize the taxpayers for filing income tax returns electronically was organized during the month of March 2010 by the Mauritius Revenue Authority (MRA) in a dynamic and creative way.  2010 marked the transition to a calendar year (January to December instead of July to June) and the MRA had to find new ways to inform the general public of the changes.Read More
