Government Online Centre

The Government Online Centre (GOC) is one key component of the e-government initiative. It will be the key infrastructure to enable e-government. The GOC will act as an IT infrastructure service provider for government institutions to ensure 24*7*365 secure online government services to citizens, businesses and government.

The GOC will host the government web portal, which will be the single window to deliver integrated services to citizens and businesses. Ultimately, it will enable the government to bring together services and organize them in a way that is convenient and logical for users. By delivering services in this way, citizens and businesses will no longer need to understand how the government system is organized or which department is responsible for specific services from the government or with which departments the citizen or user needs to interact with, for a particular government service.

The GOC will be implemented in three stages namely: informative, interactive and transactionary. In the 1st year the services that will be provided by the GOC are:

  • Common Internet access,
  • Informative web portal with support for online forms,
  • E-mail service,
  • Hosting of common applications – Registry system, Store management system and Personnel management system,
  • Hosting of Four back office applications – Central Population database, Registrar of Companies database, NDU Project Management System and Enterprise Monitoring System of Ministry of Labour,
  • Implementation of five quick hits projects namely: Application for Scholarship, Learner's License, work permit and lump sum respectively,
  • Automated Back up facility, and
  • Secure access.

In this context, the National Computer Board (NCB) was entrusted with the setting up of the GOC and the Government Web Portal in August 2001. In March 2002, the NCB appointed Tata Consultancy Services (TCS), India , as consultants to advise on the setting up of the GOC and the Government Web Portal and to prepare the tender documents. The tender exercise was launched in October 2003, with the closing date of 21 November 2003 .

The responsibility for the setting up of the IT infrastructure for the GOC has being entrusted to the joint venture Blanche, Birger Co. Ltd and Satyam Computer Services (India) Ltd. The joint venture is expected to complete the project within a period of six months. The GOC will be located at the Ebène Cyber Tower .
