NOTIFICATION AND Alert System

This section outlines the initiation of the alert system by observers, duty officers of the emergency service and the full activation of the response plan.

3.1 Notification

It is the duty of any person who becomes aware of an oil spill to immediately notify an emergency service or the Director of Environment. Upon receipt of this information, the emergency service should immediately notify the Ministry of Environment.

3.2 Action Required by Observer of Incident         

  1. Immediately notify:
    1. Either the Police Information and Operation Room (PIOR), Lines Barracks - Phone 999; or
    2. Any of the following EMERGENCY SERVICES, that is the Duty Officer of the nearest :

3.3 Action Required by Duty Officer, Emergency Service         

In case the Duty Officer of an Emergency Service has been notified of an oil spill incident, the officer should inform the PIOR, Lines Barracks - Phone 999.

The checklist below specifies the alert procedure when an oil spill is reported. It should be at the disposal of personnel at the PIOR. The Officer on duty at the PIOR will take the following actions when an oil spill is reported:

  1. Fill in Oil Spill Report Form (Form No. 2).


  1. Standby to alert key personnel as directed by the Director of NOSCP or the OSC in charge.

3.5 Oil Spill Command and Control Centre         

The National Command and Control Centre is operational on the 4th floor of Department of Environment, Ken Lee Tower, Barracks St, Port Louis

a) The Command and Control Centre is the place from which the responses to the emergency are directed and co-ordinated to the On Site Operational Command Centre.

b) Only key senior personnel has authorised access to the centre. Separate facilities are available for the media. Access to the Command and Control Centre is authorised to members of the NCC and the members of the Advisory Teams.

c) The Command and Control Centre has:

  1. Several telephone lines with direct dialing facilities/fax
  2. Internal telephones
  3. Telephone directory
  4. A sensitivity atlas showing the sensitive areas.
  5. The list of names, addresses and telephone numbers of key Oil Spill

3.6 On Site Operational Command Centre & Equipment Assembly Point         

a) Unless otherwise directed by the Director of NOSCP, the On Site Operational Command Centre and Equipment Assembly Point will be at the nearest Emergency Service to the spill.
