UNSC Resolutions on Terrorism

The Consolidated List of individuals and entities belonging to or associated with the Taliban and Al Qaida Organisation as established and maintained by the 1267 Committee

Financial Institutions are at the forefront of the battle against terrorism and terrorist financing.  It is therefore of utmost importance that all financial institutions take the necessary measures to prevent their services from being used for the purposes of terrorism and terrorist financing.

 The United Nations Security Council has, pursuant to UNSC Resolutions 1267(1999), 1333(2000) and 1390 (2002), established a list of individuals and entities belonging to or associated with the Taliban and Al Qaida organization. 

 In accordance with Security Council resolution 1390(2002), all States are required to ensure the following measures are applied to all  the individuals, groups, undertakings and entities included in the list referred to above:

  1. Freeze without delay any funds and other financial assets and economic resources;
  2. Prevent entry into or the transit through their territories;
  3. Prevent the direct or indirect supply, sale and transfer of all arms and related material, spare parts and technical advice, assistance or training related to military activities.

 All financial institutions are requested to consult the list (which is updated from time to time) and to report promptly to the Financial Services Commission  any link found with the names on the list.

The Al-Qaida and Taliban Sanctions Committee has amended the Consolidated List –

 
  •  On 01 June 2007, by approving an amendment to identifying information with regard to one individual in the Al-Qaida section (C)
 
  • On 11 May 2007, by approving amendments to the identifying information with regard to two individuals in the Al-Qaida section (C) and one entity in the Al-Qaida section (D)
 
  • On 24 April 2007, by approving the amendment to identifying information with regard to one individual in the Al Qaida section (C) and one entity in the Al-Qaida section (D)
 
  • On 17 April 2007, by approving the correction of identifying information with regard to 4 individuals on the Taliban Section and 11 individuals on the Al-Qaida section
