
The NCB awards the contract for the setting up of the Government Online Centre and the Government Web Portal to the joint venture Blanche, Birger Co. Ltd and Satyam Computer Services (India) Ltd.
Background
As part of its vision to transform Mauritius into a Cyber Island, the Mauritian Government has launched the E-Government initiative, aimed at providing government services online.
In this context, the National Computer Board (NCB) was entrusted with the setting up of the Government Online Centre and the Government Web Portal in August 2001. The tender exercise was launched in October 2003, with the closing date of 21 November 2003.
The contract was awarded to the joint venture Blanche, Birger Co. Ltd and Satyam Computer Services (India) Ltd. The contract agreement was signed between the NCB and the joint venture on Monday 30 August 2004 at 1 1 h 0 0, at the Labourdonnais Hotel. The joint venture is expected to complete the project within a period of six months. The GOC will be located at the Ebène Cyber Tower.
The setting up of the GOC and the Government Web Portal
The GOC is one of the main components of the e-government initiative. It will be the key IT infrastructure which will enable government institutions to provide 24*7 secure online government services to citizens, businesses and government bodies. The GOC will host the government web portal, which will be the single window through which these integrated services will be delivered.
The GOC will be implemented in three phases,
namely: the informative phase, the interactive phase and the
transactionary phase. The award of the contract to the joint
venture Blanche, Birger Co. Ltd and Satyam Computer Services
Ltd is for the informative phase. Once this first phase of
the project is completed, ministries and government bodies
will be provided with centralized Internet access, e-mail
facilities, web hosting facilities, secure environment for
hosting of common applications and productivity tools and
some e-government services.
