About us

The PPP-Unit was established on July 1, 2002 at the Ministry of Finance and
Economic Development.

The role of the Unit is to deal with all PPP projects especially those which have financial and other contingent implications for Government.

The PPP Unit is primarily responsible for –

  1. assessing a project, for the purpose of giving its recommendations to the Financial Secretary, in terms of whether the project
    1. is affordable to the contracting authority;
    2. provides value for money; and
    3. presents optimum transfer of technical, operational and financial risks to the private party.
  2. examining requests for proposal to ensure conformity with relevant project requirements;
  3. advising Government on administrative procedures in relation to PPP projects.
  4. developing best practice guidelines in relation to all aspects of public-private partnership;
  5. formulating policy in relation to public-private partnership projects; and
  6. developing public-private partnership awareness in the country.
