Public Private Partnership (PPP) framework in Mauritius

A PPP Guidance Manual was launched by the Financial Secretary on Thursday, 19th of October 2006. The event was attended by top officials from Government, statutory bodies and local authorities as well as representatives from the private sector bodies.

The Manual aims at providing detailed information on the PPP concept, process and procedures and guidance on how to identify, structure and implement sound PPP projects for improved public service delivery. It draws heavily from the experience of other countries, both successes and failures, to ensure that the best practices are adopted,

The legal framework for PPP projects is set out in the Public Private Partnership Act 2004 which was proclaimed in March 2005. This Act also establishes within the Ministry of Finance and Economic Development a PPP Unit to formulate PPP policy, advise Government on the administrative procedures, develop best practice guidelines and also raise awareness in relation to PPP projects.
