The Health Department is responsible for the following services.

1.       Licensing of commercial, industrial, professional and other related activities.

2.       Refuse collection, road sweeping and cleansing of public places;

3.       Cleansing of water courses, drains and canals;

4.       Market and fairs;

5.       Maintenance and upkeep of cemeteries and crematorium;

6.       Maintenance of traffic centre and Maintenance of public convenience;

7.       Weeding and chemical spraying of roads;

8.       Rodent Control

1.       Licensing of commercial, industrial, professional and other related activities

The issue of trade licences is one of the main functions of the Health department. It receives applications and seeks the required clearances of one or more of the following authorities, depending on the nature of the proposed trade.

  1. Ministry of Health
  2. Government Fire Services Department
  3. Ministry of Environment
  4. Ministry of Labour/Factory Inspectorate
  5. Police Clearance
  6. Ministry of Public Infrastructure and Land Transport/T.M.U
  7. Ministry of Tourism
  8. Ministry of Finance/Gaming Board
  9. Pharmacy Board/M.O.H
  10. Ministry of Agriculture
  11. Ministry of Housing & Land, Town & Country Planning/N.H.D.C/ C.H.A
  12. Meat Authority

In line with the proclamation of the relevant parts of the Local Government Act 2003, the authorities are to submit their views within a delay of four weeks. If Council does not obtain these within the delay, it considers that the authorities have no objection and issues the licence applied for.

A licence is issued after all the relevant clearances have been obtained. However, certain conditions are imposed on the traders and the municipal health inspectorate effects regular site visits to ensure that same are complied with.

The licences expire on 30th June of each year. The licence fees are payable in accordance to GN 200 of 2005, Regulations made by the Municipal Council under Section 100, 102 and 103 of the Local Government Act.

Checklist of supporting documents/information for trade licences

  1. National Identity Card for individuals. Certificate of Incorporation for companies.
  2. A site and location plan where the activity is proposed to be carried out
  3. A proof of ownership of premises
  4. A written consent of owner if the premises are being rented.
  5. Copy of development permit received from the Municipality
  1. Refuse collection, road sweeping and cleansing of public roads

 

The Municipality provides a daily refuse collection service in the commercial areas including the town centre as well as the sub-centres and a twice weekly service in the residential areas.

The roads in the town centre are cleansed daily and twice weekly in the other areas.

The collaboration and understanding of the citizens are sought to maintain a good living environment free of pollution of any sort.

Besides the regular refuse collection service, Council extends assistance in the following operations

Domestic Cleanups.
The requester has to register on a waiting list. A lorry is put at his disposal on a pre-agreed day, time and period. He does the loading on his own.

General Cleanup.
The requester has to register on a waiting list. A trailer (marell) is deposited on his premises on a pre-agreed day, time and period. He does the loading on his own. The loaded trailer is collected by the municipal team.

Marriage Cleanup.
The requester has to register with a proof that there is such a ceremony. A lorry is put at his disposal at a pre-agreed day, time and period. He does the loading on his own.


Communal Cleanup.
This type of cleanups is organized by civil organizations or as has regularly been the case by
Councillors. The request is sent in advance for consideration by Council. If Council is agreeable, a lorry with driver and helper is put at the disposal together with some equipment as scrapper, rake, brooms and baskets are loaned.

Bulky Waste.
This is a paid service for the removal of discarded furniture, mattresses and appliances such as refrigerators, cooking ranges, washing machines and others. The requester has to register and pay the fee which is presently Rupees 200. The service comes to collect the object on a Saturday, usually, for direct disposal to the landfill at Mare Chicose.

Non-compactable waste.
This domestic waste comprising mainly of discarded metal objects (rusted iron sheets, metal tubes and bars, unserviceable bicycles and allied objects) which if put in the compactor will damage it and are therefore not receivable at the Refuse Transfer Station at La Brasserie. Council periodically carry these directly to the landfill at Mare Chicose, free of charge. This service also is carried out on Saturday.

However, an occupier or owner who does not maintain his premises clean shall commit an offence and be liable to prosecution.

  1. Cleansing of water courses drains and canals

The Council cleanses drains, canals, streams, rivulets and water courses with a view to allowing free flow of water. The river banks are cleaned and appropriate action are taken to prevent pooling of water. The aim behind such works is to prevent mosquito breeding which is the main cause of malaria and chickungunya.

During cyclonic and rainy seasons municipal workers also intervene to drain out flooded areas.

  1. Markets and fairs


  

The Council actually operates a market and fair found in the town centre. Covering an area of more than 1A50P, the fair is one of the biggest in Mauritius comprising of

  1. 984 stalls for the sale of fruits and vegetables
  2. 216 stalls for haberdashery and sale of general merchandises
  3. 15 enclosed sheds(kiosks) for the sale of traditional cakes
  4. 41 stalls for the sale of fruits
  5. 11 green sheds

A space divided into 12 lots has also been provided for auction sale where vegetables from all over the country are transacted for and to traders allover the island

The market caters for the following trades:

  1. Sale of Goat and mutton 2 stalls
  2. Sale of Beef 6 stalls
  3. Sale of Fish 3 stalls
  4. Sale of Poultry 3 stalls
  5. Food Court – 3 booths and a dining hall.
  6. Sale of vegetables and fruits 39 stalls
  7. Commercial units 6

Stalls in the market and fair place are allocated under the following criteria:

  1. The applicant must be a resident of the town
  2. The applicant must be unemployed
  3. The applicant must personally work on the stall
  1. Cemeteries and Crematoria

The Council manages a cemetery at Phoenix and one at Henrietta. Specific areas have been provided at the cemetery for burial grounds for the Christians, Muslims, Hindus, Chinese and Bahaļ communities.

Besides the traditional wood pyre at the Phoenix Cemetery Crematorium, the council has also set up the first diesel powered cremator in the country. The crematorium is provided with a ritual altar and a hall.
