THE WORKS DEPARTMENT

The Works Department of the Municipal Council is responsible amongst others for the following main services:

1)       Construction and maintenance of non-classified roads.

2)       Construction and maintenance of drains.

3)       Fixing and maintenance of street lighting.

4)       Fixing and maintenance of traffic signs.

5)       Roadmarkings.

6)       Cleaning and upkeep of leisure parks and children’s playground.

7)       Maintenance of Municipal buildings.

8)       Municipal garage and workshops.

1.0        Construction and maintenance of roads

To ensure the roads within the township are in good state, the roads are inspected once fortnightly and necessary repairs are carried out. Following the request from members of the public for tarring of road, the roads of 40 m in length and above are declared public and tarred subsequently provided there is no objection.

Where necessary road borders are also constructed. Every year the Council resurface existing roads with premixed asphalt concrete over a total approximate length of 7 to 8 km with a view to provide comfort to road users.

2.0        Construction and maintenance of drains

The existing drains network consisting of covered drain, opened drain and absorption drains run along nearly 30 km. About 2 km of drain are constructed yearly and the drains are maintained and cleansed at regular intervals. Where there are requests for covering of open drain and the Council is of the view that it might represent a danger for the public, appropriate actions are taken.


 

3.0        Fixing and maintenance of street lighting

The Council has already provided about 7000 street lanterns and about four hundred are being fixed yearly. Regular maintenance of these lanterns is carried out following the twice-weekly night checks or after receipt of complaints from members of the public. Very often when there are problem on a series of street lanterns and may be complete black out, this is due to defective solar system for which the Central Electricity Board is responsible.

4.0        Fixing and maintenance of the traffic signs

The maintenance of traffic signs as well as fixing of street name plates are the responsibility of the Council. New traffic signs are normally placed by the Traffic Management Unit of the Ministry of Public Infrastructure and the Council takes over for maintenance. There are established procedures for naming of a road and the fixing of street name plates. Regular survey to identify the damaged traffic signs and street name plates are carried out and prompt actions are taken to have same repaired or replaced.

5.0        Road Markings

Road markings for stop lines to differentiate between a major and minor road are carried out by the Council. Marking of centre lines, edge lines, yellow lines, yellow box, road hump and road crossings are for the first time provided by the Traffic Management Unit of the Ministry of Public Infrastructure and the Council thereafter maintain same. Again regular survey is carried out to identify the faded lines and appropriate measures are taken to remedy.

 

 

 

6.0        Cleaning and upkeep of leisure parks and children’s playground

There are at present two leisure parks namely La Caverne and Cite Cinquante Highlands for which the Council is responsible for its maintenance and upkeep together with the children’s playgrounds within the parks and those within the township.

Regular upkeep of the green space along Sivananda Avenue, the roundabouts at Pont Fer Phoenix  and Jumbo Hypermarket, Promenade Pere Laval and other green spaces which consist mainly of mowing of grasses and planting of flowers as well as decorative plants are carried out.

7.0        Maintenance of Municipal Buildings

The following municipal buildings are maintained by in-house labour following survey to ensure that all the Municipal buildings are in good state:

a)       Municipal Town Hall building.

b)      Municipal Reception Hall.

c)       New Market and Market Fair.

d)      Traffic Centres.

e)      Carreau Laliane Multipurpose Complex.

f)         Solferino Multipurpose Complex.

g)      Solferino Kindergarten.

h)       Paillotte Multipurpose Complex.

i)         Quinze Cantons Multipurpose Complex.

j)         Hollyrood Multipurpose Complex.

k)       Reunion Multipurpose Complex.

l)         Grannum Multipurpose Complex.

m)     Highlands Multipurpose Complex.

n)       Camp Fouquereaux Kindergarten.

o)      Belle Terre Social Hall.

p)      Palmerston Sports Complex.

q)      Palmerston Multipurpose Complex.

r)        Palmerston Kindergarten.

8.0        Municipal Garage and Workshops.

The Council has a fleet of 30 vehicles and all the vehicles are serviced in-house. Most of the plants and equipment are also maintained by the municipal labour.
