A B O U T N I T S P 9 8 - 0 5 The National IT Strategy Plan (NITSP) Phase I report completed in August 1997 recommended the SHOCKING (derived from the first letter of the building blocks) framework as a strategy to chart the course for Mauritius to realign its national outlook in striving for economic and social development. The eight building blocks in the framework namely, Standards & Practices, Computerisation, Key Drivers, IT Industry, National Applications and Global Vision constitute the foundation for effective and efficient exploitation of IT. The framework was endorsed by the National IT Committee. The National IT Strategy Plan (NITSP) Phase II was a programme for developing an integrated National IT Strategy Plan for the next 3 to 7 years based on the SHOCKING framework.
